The REACH Regulation, in force in European countries from 1st June 2007, represents a great innovation in the assessment and management of risks posed by chemicals to health and environment. Based on the principle “no data, no market”, it shifted to industries the responsibility to provide data and to demonstrate the safety of chemicals.
In this new system, manufacturers and importers have to provide information for all substances produced or imported in quantities of 1 ton or more per year, through a registration dossier to be submitted to the new European Chemicals Agency.
Federchimica and Assolombarda (Milan area Industrial association), and other institutions in representation of the businesses operating in all production sectors in the Country, founded in 2007 Centro Reach, a limited liability company. The Centro Reach, has the mission of supporting chemical companies (involved in production, importing from non-EU countries, production in Italy) and more than 100,000 end users in various sectors to apply the REACH Regulation.
This support will be specifically oriented towards SMEs, which are typical of the Italian production system.
The Centro Reach provides consultative services in four areas of activity.
ـ analysis of the portfolio of products and planning of action to be undertaken);
ـ preparation of the technical file for (pre)-Registration;
ـ interfacing with the ECHA and competent national authorities, for the assessment procedures and any authorisations or restrictions;
ـ the updating of safety figures and classification and labelling procedures.
SIEF (Substance Information Exchange Forum) and Consortiums
ـ support in the sharing of information on chemical substances within the SIEF;
ـ Assistance in training and involvement in the registration consortiums;
ـ assignment of any mandates required.
